Philippines Takes Helm of WHO’s Top Health Body for the First Time

In a historic milestone for the Philippines, the country has assumed leadership of the World Health Organization’s (WHO) highest decision-making body, marking the first time in its history that it will hold the presidency of the World Health Assembly (WHA). On May 19, 2023, in the vibrant city of Geneva, Switzerland, Secretary of the Department of Health (DOH), Teodoro "Ted" Herbosa, officially took on this prestigious role.
The WHA is a critical assembly made up of 194 member states, serving as the primary forum for setting international health policies and defining global health priorities. This assembly plays an essential role in shaping the future of health worldwide, making the Philippines' presidency particularly significant in the context of ongoing global health challenges.
Upon his appointment, Herbosa expressed heartfelt gratitude toward the WHO Western Pacific Region for nominating the Philippines for this leadership position. He also extended his thanks to all WHO member states for their unwavering support and collaboration throughout the years. Herbosa stated, "I offer my sincere gratitude for your trust and confidence. You have not only entrusted the Philippines but more importantly reaffirmed our shared commitment to global solidarity in health." His remarks underscored the importance of unity in tackling health issues that transcend national boundaries.
In his inaugural address, Herbosa took a moment to acknowledge the contributions of his predecessor, Dr. Edwin G. Dikoloti, the health minister of the Republic of Botswana, who presided over the previous assembly. He also recognized Dr. Youngmee Jee from the Republic of Korea for opening the current session, creating a respectful environment for constructive dialogue among member states.
As the WHA kicked off its sessions, delegates from various countries began engaging in discussions surrounding pressing global health challenges. Key topics on the agenda included pandemic preparedness, a crucial subject given the experiences of the COVID-19 pandemic, as well as the need to strengthen health systems worldwide. Additionally, discussions focused on improving access to essential health technologies and accelerating the journey toward universal health coverage, an objective that aims to ensure that all individuals can access necessary health services without financial hardship.
